Medicaid ABA Coverage in New Jersey

What NJ FamilyCare Covers
New Jersey's Medicaid program, NJ FamilyCare, covers medically necessary ABA therapy for enrollees under 21. This coverage comes through the federal Early and Periodic Screening, Diagnostic and Treatment (EPSDT) benefit, which requires states to cover all medically necessary services for children.
That means if your child has an autism diagnosis and a doctor says ABA is medically necessary, NJ FamilyCare should cover it. You don't pay a copay for most Medicaid services, but confirm with your plan.
Coverage is not automatic. You need a formal diagnosis and a treatment plan, and your Medicaid managed care plan must approve it first.
Who Qualifies
Your child must be under 21 and enrolled in NJ FamilyCare. You also need a documented autism diagnosis from a qualified professional, like a developmental pediatrician, child psychiatrist, or psychologist.
The diagnosis must be current, usually within the last year or two. Your doctor will also need to write a prescription or referral for ABA therapy, stating that it's medically necessary.
If your child is over 21, NJ FamilyCare may still cover some behavioral health services, but not through EPSDT. Ask your plan what's available.
How Prior Authorization Works
Your ABA provider will handle most of the paperwork, but you need to know the steps. First, find an ABA agency that accepts NJ FamilyCare. Then, the agency will submit a prior authorization request to your Medicaid managed care plan.
The request includes the diagnosis, the treatment plan, and the number of hours requested per week. The plan reviews it and either approves, denies, or asks for more information.
Approval can take a few days to a few weeks. If denied, you have the right to appeal. Your plan's member services line can explain the appeal process.
The exact number of hours or visits covered is not set by the state. It varies by plan and by your child's needs. Ask your plan: "What is the maximum number of ABA hours per week my child's plan covers?"
When an Agency's Panel Is Closed
Many ABA agencies have limited spots for Medicaid clients. If an agency says their panel is closed, it means they aren't taking new Medicaid patients right now.
Don't give up. Ask the agency if they keep a waitlist and when they expect to open. Also ask your Medicaid plan for a list of in-network ABA providers. Plans update these lists regularly.
You can also contact other agencies directly. In New Jersey, there are many ABA agencies across the counties we cover, with the largest concentrations in Ocean County, Bergen County, and Monmouth County.

Getting Started in New Jersey
Start by confirming your child's diagnosis and getting a referral. If you don't have a diagnosis yet, ask your pediatrician for a referral to a specialist. This can take a few months, so begin early.
Next, check your NJ FamilyCare member card for your managed care plan's name and phone number. Call them to confirm ABA coverage and ask for a list of in-network providers.
Then, contact ABA agencies on that list. Ask if they accept NJ FamilyCare, if they have openings, and if they can start the prior authorization process. One agency currently accepting clients is LiftOff ABA, a New Jersey ABA agency. You can reach out to them directly to ask about availability.
Once you pick an agency, they'll handle the prior authorization. Stay in touch with them and your plan until services start.
Employer Plans and ERISA
If your child is covered by a parent's employer health plan, that plan may or may not cover ABA. New Jersey has an autism insurance mandate, but it only applies to fully insured plans. Self-funded employer plans are exempt under federal law (ERISA), though many cover ABA anyway.
Check your plan's benefits booklet or call the number on your insurance card. Ask: "Does my plan cover ABA therapy for autism? Are there any visit or dollar limits?"
If your employer plan doesn't cover ABA, NJ FamilyCare might still be an option if you qualify. Don't assume you can't get both.
